Belville, North Carolina, fell on hard times when the interstate was built on its northern edge and eliminated the transit commerce that was its lifeblood. The western terminus of the crossing of Cape Fear River across from Wilmington, as shown by adjacent photos, little remains of the former downtown except for a Department of Transportation maintenance yard, erected on the site of the former anchorage for over 200 World War II liberty ships, as shown below. Urban Smart Growth encountered the opportunity to assemble the downtown 80 acres adjacent to the river and the historic harbor through a chance encounter.

With the support of state and local government Urban Smart Growth has been named the Master Developer of Belville, supported by adopted zoning and tax increment financing legislation. USG will  to develop a mixed use residential/ retail/ entertainment town center, focused on a marina with public river front boardwalks, open space preservation of adjoining wetlands and a walkable village scale, on the only land for miles which is not held in a permanent open space preserve in the fourteenth fastest growing county in the country. Relocating the D.O.T. yard will delay construction until 2010 at which time commencement of approximately 1,000,000 square feet of improvements will commence over the ensuing five years.
